Finance Liaison Officer for guidance in the compilation
of any accounts in London, it is considered advisable to
tabulate the various disbursements made by the Commonwealth
Treasury as a charge against Hong Kong funds, and to
emphasise that, in the case of each individual disburse-
ment under the following sub-heads of expenditure detailed
figures can be furnished.
(a)
Payments made to dependants of Government officials on account of accrued salary.
(b) Recoverable advances in the nature of maintenance
allowances to dependants of non-officials.
(c) Volunteer Allowances (Naval & Military).
(a)
Volunteer Gratuities and pensions.

widows' & Orphans' pension allowances (pending
assessment of pension).
Medical expenses.
In addition, details of expenditure authorised
for payment by the commonwealth Treasury for recovery
through their Accounts with the Crown Agents for the
colonies are available. These payments are classified
as follows:-
(a)
salaries of Government servants on leave pending
retirement.
(b) Alimentary allowances pending award of pension (Government servants on retirement).
(c) provisional Gratuities (Government servants on
retirement).
(d) widows' & Orphans' pensions authorised by
Secretary of state.
30. This memorandum is confined to the financial
procedure obtaining in the office of the Finance Liaison
officer and is not intended to embrace activities under
the heading of welfare of which one aspect is the
compilation of information concerning the fate of relatives
in Hong Kong at the time of capitulation and is of
paramount importance from a financial point of view in as much
as records of casualties under certain categories govern
allowances payable under instructions of the secretary
